No. The travel health policy explicitly gives no cover inside the country of your citizenship. It protects you in third countries only, for example a Russian resident of Istanbul travelling to Germany is covered, but not on a trip to Russia.
Cover starts at 00:00 Türkiye time on the start date you chose, provided the premium is paid; a policy cannot be cancelled once the trip has begun. The hospital can bill the insurer directly, or you pay and claim with the invoices and medical report.
